Zerain has suffered the effects of emigration
first-hand. Whereas during the 19th century the town had 500 inhabitants,
by the 1970s, this figure had decreased to just 250.
When faced with the need to slow this
seemingly inexorable decline, and with the aim of ensuring the town's
survival, the Zerain Town Council began implementing "rural development"
initiatives, long before this term became the catch phrase that it is
today.
Through a community effort and making
communal decisions, we built and structured new houses for young people,
municipal services, a comprehensive school and the cultural centre,
among others. We should, however, note that the importance of these
initiatives does not lie in their size, but rather in the active participation
of the entire population.
